We are pleased to have now appointed YourSpace Projects Ltd. to take forward the refurbishment of the Grade ll listed buildings at 9 – 22 Moira Terrace.
This long-awaited project will start in October 2024, with work expected to complete in Spring 2026. Once finished, the building will bring 24 two- and three-bedroom apartments to this central location on one of the main routes into the city centre. The apartments will be available at 85% of market rent, while the ground floor will offer up to 11 commercial units for affordable rent by small businesses. Planned landscaping at the rear of the building will also provide residents with an attractive outdoor space offering a peaceful escape in the middle of the bustling city.
The original building, known as Albert Building, was designed by architect Frederick Cutlan in 1875. Initially built as a terrace of shops with living accommodations on the first floor and 14 model dwellings for artisans on the second, it has served various purposes throughout its history, including the addition of a glass-roofed storey, creating Cardiff’s very own indoor roller-skating rink. It was also the birthplace of the electronic breathalyser, invented by Dr. Thomas Parry Jones in 1974—a legacy commemorated by a blue plaque on-site.
Fast forward to today, and plans are now in place for a sympathetic refurbishment which will secure a long-term sustainable future for this well-known Cardiff landmark.
A key focus of this project will be to bring the building’s energy performance in line with modern standards and our low carbon strategy at CCHA. Originally classified as EPC E, the installation of infrared ceiling heat mats in place of traditional radiators will help bring the rating up to EPC B, while solar panels and heat pumps will provide the energy, making sure utility bills are affordable.
